Why South Africa’s Low-Cost Housing Model Failed and How Factory-Built Timber Housing Could Change the Future

South Africa has delivered one of the largest state-supported housing programmes in the world. However, more than three decades after 1994, the country still faces an enormous housing shortage.

The problem is not simply that South Africa failed to build houses. Millions have been delivered. The deeper problem is that housing demand grew faster than the delivery system could respond, while poor workmanship, stalled projects, rising construction costs and expensive rectification placed additional pressure on already limited resources.

Factory-built timber housing offers an opportunity to change that model.

Instead of treating every house as a small construction project built almost entirely outdoors, South Africa could manufacture high-quality structural components in factories and assemble homes rapidly on prepared sites.

That could fundamentally change the speed, quality and scale of housing delivery.


South Africa Has Built Millions of Homes, Yet the Shortfall Remains

The scale of South Africa’s housing programme should not be underestimated.

The Department of Human Settlements reported that approximately 3.5 million housing units and 1.3 million serviced sites had been delivered by 2023.

By March 2024, government reported more than five million housing opportunities since 1994. Importantly, housing opportunities include both completed houses and serviced sites, so the five million figure should not be described as five million completed houses.

However, despite this enormous investment, the housing backlog remains approximately 2.6 million households.

Even more concerning, housing production has slowed.

Government targeted 37,779 housing units for the 2025/26 financial year but delivered only 23,027 units.

At that rate, the mathematics becomes uncomfortable.

If South Africa had a fixed backlog of 2.6 million homes and continued delivering approximately 23,000 homes per year, it would take around 113 years to clear the existing backlog.

That calculation is actually optimistic because the backlog does not remain static.

South Africa added approximately 3.4 million households between 2011 and 2022 alone. Not every new household requires subsidised housing, but continued household formation and urbanisation mean government is chasing a moving target.


Why Did Low-Cost Housing Struggle?

The housing crisis cannot be blamed on one material or one political administration.

Instead, several structural problems accumulated over decades.

The Department of Human Settlements itself identifies rising construction costs, limited bulk infrastructure, delayed projects, inadequate construction capacity, unlawful land occupation, project disruption and other implementation problems as constraints on housing delivery.

The Auditor-General’s latest findings are even more concerning.

During the 2024/25 audit cycle, the Auditor-General examined 24 human settlements projects with a combined value of R5.67 billion.

The results included:

• Findings on 96% of audited projects

• Delays on 83%

• Cost problems on 54%

• Poor build quality on 63%

Some projects had experienced delays approaching two decades.

Therefore, South Africa does not only have a housing shortage.

It has a housing production problem.


Poor Quality Created a Second Housing Bill

Building quickly and cheaply means very little if government later has to rebuild the house.

South Africa learned this lesson painfully.

By 2009, government announced that R1.3 billion would need to be spent rectifying poorly built RDP houses.

A few years later, the Public Protector referred to estimates of approximately R4.5 billion for correcting shoddy RDP construction.

The problem continued to affect communities.

Parliamentary hearings have documented complaints about cracked walls, leaking roofs, deteriorating buildings, poor materials and defective infrastructure.

An earlier South African study of plumbing components in low-cost houses produced particularly worrying results. Researchers found that more than half of the inspected components were broken or leaking, while around half of the toilets leaked. The average house was only about 18 months old.

These are not simply maintenance problems.

They represent lost housing capacity.

Every rand spent rebuilding a defective house is money that cannot build another house for a family waiting for one.


The Problem Was Not Brick. It Was the Construction Model

Brick and mortar can produce excellent buildings.

Therefore, it would be incorrect to argue that masonry itself caused South Africa’s housing problems.

The real weakness lies in trying to deliver enormous housing volumes through a fragmented, predominantly site-based construction model where quality can vary between contractors, workers, sites and regions.

Every site becomes its own miniature factory.

Materials arrive separately.

Different teams measure, cut, mix, build and finish components outdoors.

Weather affects productivity.

Supervision varies.

Skills vary.

Quality varies.

Consequently, achieving manufacturing-level consistency across hundreds of thousands of houses becomes extremely difficult.

There is another way.


Factory-Built Timber Housing Changes the Production Model

Factory-built timber housing moves a major portion of construction into a controlled production environment.

Instead of cutting and assembling every wall individually on site, a factory can manufacture wall panels, roof components, floor systems and other elements using standardised designs, jigs, digital cutting equipment and controlled quality procedures.

Production can continue while another team prepares the site.

Therefore, two major activities happen simultaneously.

The factory builds the house components while site teams complete earthworks, foundations and infrastructure.

Once the site becomes ready, teams transport and erect the timber structure rapidly.

This is the fundamental difference.

We stop thinking only about building houses and start thinking about manufacturing housing at scale.


Factory-Built Timber Housing Can Dramatically Reduce Construction Time

Research supports the speed advantage of prefabricated timber construction.

A South African study comparing a multi-storey mass timber building with reinforced concrete estimated approximately a 50% reduction in the construction programme for the timber solution.

International evidence also shows that well-designed modular and prefabricated construction can reduce project duration by approximately 30% to 50%, depending on the system and project.

South Africa’s own government now recognises this opportunity.

At the 2026 Innovative Building Technologies Summit, President Cyril Ramaphosa stated that the country must move beyond traditional construction methods and embrace technologies that allow homes to be built faster, better and at scale.

The Department of Human Settlements has subsequently started integrating Innovative Building Technologies into mainstream housing programmes.

This represents an important change in thinking.


What Could Faster Housing Production Mean for the Backlog?

South Africa delivered approximately 23,027 housing units during 2025/26.

Against a current backlog of approximately 2.6 million households, the following simple comparison illustrates the scale of the challenge.

This table does not suggest that timber automatically creates 300,000 houses per year.

Instead, it demonstrates why industrial scale matters.

One factory will not solve South Africa’s housing shortage.

However, a network of regional factories supplying standardised housing systems could increase national production capacity dramatically.

Factories can also expand shifts, duplicate production lines and establish additional facilities as demand increases.

Traditional site construction is considerably harder to scale in the same controlled manner.


Higher Quality Could Reduce the Maintenance Burden

Speed alone cannot solve the problem.

South Africa needs better houses built faster.

That is where factory production becomes particularly important.

A properly managed timber factory can inspect components before they leave the production line.

Teams can verify:

• Timber grade

• Moisture content

• Dimensions

• Fixings

• Bracing

• Insulation

• Membranes

• Openings

• Services coordination

• Overall panel quality

Problems can therefore be identified before the house reaches site.

Furthermore, repetitive manufacturing allows workers to become exceptionally proficient at specific tasks.

Instead of accepting poor quality because a house qualifies as “low cost”, South Africa should pursue high-quality affordable housing designed around lifecycle value.

The cheapest house on handover day can become an extremely expensive house if government must continuously repair it.


Factory-Built Timber Housing Does Not Mean Fewer Construction Jobs

One of the most common concerns about industrialised construction is employment.

At first glance, manufacturing more of the house in a factory appears to remove labour from the construction site.

However, that only considers labour per house.

South Africa must consider labour across the entire housing programme.

Timber houses still require:

• Land preparation

• Roads

• Stormwater infrastructure

• Water connections

• Sewer connections

• Electrical infrastructure

• Foundations

• Transport

• Cranes and erection teams

• Plumbing

• Electrical installation

• Internal finishes

• External finishes

• Landscaping

• Inspections

• Maintenance

In addition, factory construction creates another employment ecosystem involving manufacturing, timber processing, CNC operation, logistics, quality control, engineering, digital design and production management.

President Ramaphosa specifically addressed this concern at the 2026 IBT Summit. He argued that construction technology should transform employment rather than simply eliminate it, with traditional trades developing into technicians, manufacturers and skilled installers.

Most importantly, volume changes the employment equation.

A conventional programme may require more site labour for each individual house but deliver relatively few houses.

An industrialised system can require fewer site hours per house while delivering several times more houses.

If housing production increases faster than site labour requirements per home decrease, the total amount of site activity can actually increase.

Therefore, South Africa could create factory jobs and sustain a much larger pipeline of work for foundations, services, civil contractors and finishing trades.


Housing Factories Could Create Regional Economic Engines

Imagine timber housing factories strategically located near major areas of housing demand.

Each factory could train local people in framing, sheathing, insulation, membranes, manufacturing, CNC technology and quality control.

Meanwhile, local contractors could specialise in foundations, civil works, services, erection and finishing.

Smaller businesses could supply windows, doors, roofing, plumbing components, electrical systems, cladding and logistics.

Consequently, housing becomes more than a social expenditure programme.

It becomes an industrial development programme.

South Africa could build houses while simultaneously creating skills, factories, supply chains and regional employment.


South Africa Must Stop Building Cheap Houses

Perhaps the most important lesson from the last 30 years is simple.

Poor people do not need poor-quality houses.

They need high-quality houses delivered affordably.

There is a significant difference.

A well-engineered timber home manufactured under controlled conditions can provide excellent structural performance, thermal comfort, energy efficiency and long-term durability.

However, government, developers and manufacturers must insist on proper engineering, certified materials, recognised standards and rigorous quality control.

Factory production does not automatically create quality.

A good factory system does.


Factory-Built Timber Housing Is Only Part of the Solution

Timber cannot solve every housing problem.

South Africa still needs suitable land.

Municipalities still need bulk infrastructure.

Every community still requires roads, water, electricity, sanitation, schools and transport.

Government still needs effective procurement and competent project management.

However, factory-built timber housing can solve one of the biggest problems inside that system.

It can give South Africa the ability to produce the physical houses faster, more consistently and at much greater scale.

That changes everything.

Instead of waiting decades for traditional housing delivery to catch up, South Africa can start building an industrial housing sector capable of responding to demand.


We Need to Manufacture Our Way Out of the Housing Crisis

South Africa has spent more than 30 years trying to close its housing gap.

Millions of families have received homes, which represents an extraordinary achievement.

However, the backlog remains enormous, delivery has slowed and poor-quality construction has forced government to spend scarce resources repairing houses it already paid to build.

Repeating the same model faster will not solve the problem.

South Africa needs a different production system.

Factory-built timber housing offers an opportunity to combine industrial manufacturing with traditional site construction, producing high-quality homes faster while creating manufacturing jobs and generating increased volumes of work for local contractors.

The foundations still need building.

The roads still need constructing.

The water still needs connecting.

The sewer systems still need installing.

The electricity still needs connecting.

The houses still need finishing.

However, instead of completing tens of thousands of homes, South Africa could develop the capacity to deliver housing at genuine industrial scale.

That is the real opportunity.

The future of affordable housing should not be about building the cheapest possible house.

It should be about manufacturing the highest-quality home possible, at the scale and speed South Africa desperately needs.
